SUMMARY:
Public assistance; aid to families with dependent children. Provides that the requirement that the applicant or recipient cooperate in identification of the parents of the child for whom aid is claimed is waived if the local department determines, based on the applicant or recipient's sworn statement or that of another person with knowledge of the circumstances, that the child was conceived as the result of rape or incest. Unless that exception applies, the Division of Child Support Enforcement must proceed to determine parentage. If parentage is not established within six months of receipt of AFDC, the reason must be determined. If the failure to establish paternity is due to the noncooperation of the recipient, AFDC may be suspended.
