SUMMARY:
Enterprise Zone Act; eligibility. Allows the Governor to waive the requirement, for pharmaceutical and home care products companies, that at least 40 percent of new employees employed at a qualified business firm either (1) have incomes below 80 percent of the area median income for the jurisdiction prior to employment or (2) are residents of the zone, following receipt and review of an application by the chief elected official for the jurisdiction in which the waiver is being requested. The measure also provides that the Enterprise Zone Act shall not apply to any business operating a horse racing or pari-mutual facility within an enterprise zone.
