SUMMARY:
State Council of Higher Education; student financial assistance. Authorizes the State Council of Higher Education (SCHEV) to administer student financial aid programs established by restricted endowments and gifts pursuant to donor stipulations subject to applicable constitutional restrictions. SCHEV is to issue guidelines for each program and to recover costs of administering these programs from available funds. This bill relates to the College Scholarship Assistance Act (SCAP)--a needs-based scholarship program.
