SUMMARY:
Virginia Motor Vehicle Emissions Reduction Program. Repeals the Virginia Motor Vehicle Scrappage Program and creates the Virginia Motor Vehicle Emissions Reduction Program in its place. The new program provides a framework whereby businesses, groups, or individuals may donate or expend funds to reduce air pollution caused by motors in order to generate air pollution credits. This is a duplicate of SB 305. Both bills are recommended by the Clean Fuels Study Subcommittee.
