SUMMARY:

Elections; absentee ballot applications and voting; applicants and voters requiring assistance. Provides that a witness may note on the application for an absentee ballot, and on the form which reports that a voter needs assistance to complete the ballot, the fact that a qualified voter is unable to sign the application or the form. The statement by the witness replaces the requirement for the voter's signature.
