SUMMARY:
Virginia College Building Authority. Amends the Virginia College Building Authority Act to allow the Authority to function more like the Virginia Public Building Authority for the benefit of state institutions of higher education and related educational facilities. Under current law, the Authority works primarily with Virginia's private institutions of higher education. The amendments will permit the Authority to provide a credit enhancement to the program by adding a moral obligation feature for debt issued for the benefit of state public institutions of higher education and related educational facilities, and should produce interest cost savings. The bill also authorizes the issuance of $100 million in Virginia College Building Authority debt.
