SUMMARY:

Issuance of special orders. Authorizes, to the extent consistent with federal requirements, the Department of Environmental Quality to issue special orders to ensure compliance with environmental laws, regulations, permits and case decisions of the State Water Control Board, the Waste Management Board and the Air Pollution Control Board. Special orders imposing civil penalties may only be issued by the Department of Environmental Quality director.
