WHEREAS, following over two decades of distinguished service as Commissioner of the State Corporation Commission, Preston Caperton Shannon has announced his retirement; and
WHEREAS, a native of Front Royal, Preston Shannon is a graduate of The Citadel and The College of William and Mary, where he earned his law degree in 1952; and
WHEREAS, a U.S. Army veteran who saw service during World War II, Preston Shannon was appointed Commerce Counsel at the State Corporation Commission in 1969, and three years later was elected by the General Assembly to fill the unexpired term of Commissioner Jesse W. Dillon; and
WHEREAS, elected to a full term in 1976, Preston Shannon was reelected by the General Assembly in 1982, 1988, and 1994, ultimately serving as Commissioner for over 23 years, a term second in length only to that of H. Lester Hooker, who served for 47 years; and
WHEREAS, during his tenure, Judge Shannon dedicated himself to opening the lines of communication between the Commission and the public it serves and sought always to achieve the proper balance in decisions involving the competing interests of the regulated industries and the consuming public; and
WHEREAS, Judge Shannon has been instrumental in assuring that the State Corporation Commission's regulatory posture has constantly evolved to keep pace with the changing needs of Virginia's vibrant economic community and its expanding technology; and
WHEREAS, throughout his life and in his service to the Commonwealth, Judge Shannon has exemplified the principles of honesty, integrity, and fairness in which he so firmly believes; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Judge Preston Caperton Shannon on the completion of a sterling career of service to the Commonwealth; and, be it
RESOLVED FURTHER, That the General Assembly join with the many friends, colleagues, and admirers of Judge Preston Shannon in wishing him a long and fulfilling retirement; and, be it
RESOLVED FINALLY, That the Clerk of the Senate prepare a copy of this resolution for presentation to Judge Preston Caperton Shannon as an expression of the General Assembly's admiration and gratitude for his long and distinguished career with the State Corporation Commission.
