SENATE JOINT RESOLUTION NO. 80
Commending George William Titus.

WHEREAS, George William Titus, the treasurer of Loudoun County and the longest-serving county treasurer in the history of the Commonwealth, retired on December 31, 1995; and

WHEREAS, a 1955 graduate of Loudoun County High School, George Titus was appointed deputy county treasurer in 1957, then became Loudoun County treasurer in 1958 upon the sudden death of the incumbent, Reed Gelleher; and

WHEREAS, elected treasurer in 1959, George Titus was reelected eight times--each time without opposition--and retired after 38 years as one of Virginia's longest-serving elected officials; and

WHEREAS, the changes during George Titus' term of office were startling, as Loudoun County grew from 23,000 residents and an annual budget of $2.5 million to today's 110,000 people and county budget nearing $300 million; and

WHEREAS, throughout the decades of rapid growth, George Titus' office changed accordingly, with the staff growing from four to 26 and the technology changing from hand-stamped tax rolls to computers; and

WHEREAS, a constant in all of the swirling change was George Titus, who was known throughout the Commonwealth for his skill in running the treasurer's office and his conservative investment policies--policies that have never caused a loss on Loudoun County's investments; and

WHEREAS, in a time of rapid growth and swiftly changing allegiances, a public servant with the effectiveness, the steadfastness, and the dedication of George Titus is a rare asset indeed; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend George William Titus on the completion of a stellar career of service to the citizens of Loudoun County; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to George William Titus as an expression of the General Assembly's gratitude for his exceptional service and best wishes for a long, fulfilling, and well-earned retirement.
