WHEREAS, the Alleghany Highlands Region, defined as the County of Alleghany and the City of Clifton Forge, has embarked upon an aggressive approach to economic development; and

WHEREAS, the region's economic development program includes all facets of industrial and service sector development, to enhance employment opportunities within the region; and

WHEREAS, the successful recruitment of new investment must include a comprehensive analysis of education and training programs to meet the current and future needs of existing and prospective employers; and

WHEREAS, the Alleghany Highlands has within its bounds Dabney S. Lancaster Community College, a division of the Virginia Community College System; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the State Council of Higher Education in Virginia be requested to conduct a study of the potential for Dabney S. Lancaster Community College providing expanded continuing education programs. The study shall consider the potential for interactive classroom development and the subsequent offering of baccalaureate level courses and degree programs from other Virginia-based and out-of-state institutions of higher education. The study shall also consider offering baccalaureate degrees though an initiative known as the "Community College Baccalaureate," which has been examined as a national model in Colorado and Kansas. Finally the study shall consider the potential for Dabney S. Lancaster Community College becoming a full degree-granting four-year college, while retaining its community college and technical training program and degree and certificate offerings.

The State Council shall complete its work in time to submit its findings and recommendations to the Governor and the 1997 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
