WHEREAS, during the past four decades, the Alleghany Highlands region of the Commonwealth has experienced economic and demographic declines; and

WHEREAS, the General Assembly created the Alleghany Highlands Economic Development Authority (the "Authority") by Chapter 982 of the 1993 Acts of Assembly to address the problems associated with such decline; and

WHEREAS, the Authority, codified as Chapter 42 (§ 15.1-1662 et seq.) of Title 15 of the Code of Virginia, was created to provide alternative means to finance new economic development programs utilizing unique funding mechanisms; and

WHEREAS, since its creation, the Authority has been working to address the economic crisis which has confronted the Alleghany Highlands; and

WHEREAS, the creation, organization, and work of the Authority may serve as a model for other regions within the Commonwealth to confront similar economic and demographic declines; now, therefore; be it

RESOLVED by the Senate, the House of Delegates concurring, That a joint subcommittee be established to conduct economic impact and performance analyses of the Alleghany Highlands Economic Development Authority. The subcommittee shall consist of nine members to be appointed as follows: [ four members of the House of Delegates, to be appointed by the Speaker of the House; three members of the Senate, to be appointed by the Senate Committee on Privileges and Elections; and two citizens from the Alleghany Highlands region of the Commonwealth, one to be appointed by the Speaker of the House of Delegates and the other to be appointed by the Senate Committee on Privileges and Elections. three members of the Senate, to be appointed by the Senate Committee on Privileges and Elections; four members of the House, to be appointed by the Speaker; and two citizens of the Alleghany Highlands region, one to be appointed by the Senate Committee on Privileges and Elections and one to be appointed by the Speaker. ]

The direct costs of this study shall not exceed $5,000.

The Division of Legislative Services shall provide staff for the study. All agencies of the Commonwealth, especially the Economic Research Division of the University of Virginia Center for Public Service and the Virginia Department of Economic Development, shall provide assistance to the subcommittee.

The subcommittee shall complete its work in time to submit its findings and recommendations to the Governor and the 1997 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for processing legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
