SENATE JOINT RESOLUTION NO. 169
Commending James B. Muncy, Jr.

WHEREAS, in December 1995, following 25 years of dedicated and effective service to the Virginia Association of Plumbing-Heating-Cooling Contractors, James B. Muncy, Jr., retired; and

WHEREAS, since August of 1970, James Muncy has served as executive director of the Virginia Association of Plumbing-Heating-Cooling Contractors and as editor of the association's magazine, Image; and

WHEREAS, at the time of his retirement, James Muncy had edited 300 issues of Image with grace, wit, and energy; and

WHEREAS, a native of Bluefield, West Virginia, James Muncy grew up in Bland County, served as a page for the 1954 Session of the General Assembly, enlisted in the United States Marine Corps at the tender age of 17, and ultimately graduated from Virginia Tech with a degree in political science in 1964; and

WHEREAS, dedicated to the Virginia Association of Plumbing-Heating-Cooling Contractors and the industry it represents, James Muncy has served the association's members with great distinction throughout his unprecedented tenure; and

WHEREAS, James Muncy may be best remembered for his favorite quotation, generally attributed to former U.S. Secretary of Education John W. Gardner: "The society which scorns excellence in plumbing because plumbing is a humble activity, and tolerates shoddiness in philosophy because philosophy is an exalted activity, will have neither good plumbing nor good philosophy. Neither its pipes nor its theories will hold water"; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend James B. Muncy, Jr., on the completion of an exemplary career as association executive and editor; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to James B. Muncy, Jr., as an expression of the General Assembly's admiration for his many accomplishments.
