WHEREAS, Francis J. Acosta, a pillar of the community in Falls Church, died on February 24, 1996; and

WHEREAS, Frank Acosta's work as a journalist for the Washington Daily News and the Washington Star and as spokesman for the U.S. Department of Agriculture drew national attention to the problems of air inversion and the degradation of the Potomac river; and

WHEREAS, during his long employment with the U.S. Department of Health, Education and Welfare Frank Acosta worked to develop a public health system for American Indians and contributed to legislation which resulted in the Emergency Medical Technicians Act of 1975; and

WHEREAS, at the core of Frank Acosta's persona was his thoughtfulness, consideration of others, and feeling of responsibility to his fellow man; and

WHEREAS, Frank Acosta's responsibility to his community was manifested in his service on the Falls Church School Board from 1982 until 1994, his service on the Falls Church Citizens Employee Review Board from 1987 until 1990, and his 1995 service on the Senior Citizens Commission; and

WHEREAS, Frank Acosta's life and work improved the lives of countless Americans and Virginians, and contributed to the preservation of the local and national environment; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with sadness the passing of Francis J. Acosta, a dedicated public servant, a talented journalist and communicator, and a devoted father and husband; and be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Francis J. Acosta as an expression of the General Assembly's respect for his numerous accomplishments and contributions to his community, the Commonwealth, and the nation.
