WHEREAS, thanks to the quick thinking and bravery of off-duty Norfolk police officer Tim Sullivan and Virginia Beach police officers Jared Legg and Rafael Vargas, a frightening and deadly crime spree was brought to an end; and
WHEREAS, on Saturday, February 24, 1996, after a man allegedly shot and killed two people in Norfolk, Officer Tim Sullivan, on his way home after finishing his shift, spotted the car described on police radio as the suspect's vehicle; and
WHEREAS, while Officer Sullivan was giving chase, Norfolk police dispatchers contacted Virginia Beach police, who immediately responded by sending police cars to the area; and
WHEREAS, Virginia Beach police officers Jared Legg and Rafael Vargas chased the suspect on foot after he had abandoned his car, cornered him in a townhouse development, and attempted to apprehend him; and
WHEREAS, the suspect, who was armed, opened fire on the two Virginia Beach police officers, narrowly missing one of them, before he was slain by return fire from the two officers; and
WHEREAS, the professionalism and bravery of police officers Tim Sullivan, Jared Legg, and Rafael Vargas ended a terrifying incident and averted the distinct possibility of even greater tragedy; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Officers Tim Sullivan, Jared Legg, and Rafael Vargas for their prompt, courageous, and effective response to a deadly incident; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare copies of this resolution for presentation to Norfolk police officer Tim Sullivan and Virginia Beach police officers Jared Legg and Rafael Vargas as an expression of the General Assembly's gratitude for their brave and selfless efforts to protect their fellow citizens.
