WHEREAS, Barbara L. Rivers, a third-grade teacher at Venable Elementary School in Charlottesville, was named the 1996 Virginia Teacher of the Year; and
WHEREAS, Barbara Rivers' selection, announced at a Virginia Department of Education recognition ceremony, was greeted with universal approval from her current and former students, her colleagues, and the Charlottesville community; and
WHEREAS, Barbara Rivers' teaching is characterized by sincerity, dedication, skill, and respect for each child, traits that teach students to accept responsibility for their own learning, to work both individually and cooperatively with others, and to become thinkers as well as doers; and
WHEREAS, Barbara Rivers has long been an advocate for the use of technology to facilitate teaching; and
WHEREAS, Barbara Rivers is the first Charlottesville public schoolteacher to be chosen Teacher of the Year since the program's inception in 1966; and
WHEREAS, although the recognition and the honors go to Barbara Rivers, the real winners are the hundreds of children who have benefited and will continue to benefit from her inspired teaching; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend and congratulate Barbara L. Rivers on her richly deserved recognition as Virginia's 1996 Teacher of the Year; and, be it
RESOLVED FURTHER, That the General Assembly join with the students, faculty, and staff of Venable Elementary School and with the Charlottesville community in saluting the accomplishments and rare talent of Barbara Rivers; and, be it
RESOLVED FINALLY, That the Clerk of the Senate prepare a copy of this resolution for presentation to Barbara L. Rivers as an expression of the General Assembly's gratitude for her exemplary work on behalf of the youth of the Commonwealth.
