WHEREAS, Charles H. Bowens II has served the communities of Portsmouth and Chesapeake with great dedication, effectiveness, and affection for over 50 years; and
WHEREAS, educated in the Portsmouth Public Schools, Charles Bowens graduated from I. C. Norcom High School, served his country in the U.S. Navy during World War II, then returned to earn his bachelor's degree at Virginia State University and his master's degree at Hampton University; and
WHEREAS, Charles Bowens began his teaching career at Crestwood High School in 1954 and retired following 35 years of teaching at Western Branch High School in Chesapeake; and
WHEREAS, Charles Bowens has also successfully pursued a second calling, serving as pastor of the New Hope Baptist Church in Chesapeake and the Little Zion Baptist Church in Driver and organizing the New Testament Church in the Cavalier Manor section of Portsmouth, where he serves today as senior pastor; and
WHEREAS, a community leader in the fields of education, religion, and civil rights, Charles Bowens has served as president of the Portsmouth Branch of the NAACP; as president of the Cavalier Manor, Victory Manor, and Victory Park Civic Associations; and as an officer in numerous other civic and religious organizations; and
WHEREAS, a member of the Chesapeake, Virginia, and National Education Associations for many years, Charles Bowens continues to serve the educational needs of his community as a member of the Portsmouth School Board; and
WHEREAS, truly a man for all seasons, Charles Bowens has dedicated his time, talents, and energy for over five decades to the betterment of his community; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Charles H. Bowens II for his lifetime of extraordinary and invaluable service to his community, the Commonwealth, and the nation; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Charles H. Bowens II as an expression of the General Assembly's admiration and gratitude for his many accomplishments.
