WHEREAS, the involvement of tenants is important in the creation of a positive living environment and in contributing to the successful operation of public housing; and
WHEREAS, the federal Department of Housing and Urban Development has established policies, guidelines, and requirements for tenant participation in the management of public housing pursuant to regulations set forth in 24 CFR Part 964; and
WHEREAS, during the past decade, the federal Department of Housing and Urban Development has established several programs designed to promote active involvement of tenants in all aspects of public housing authority missions and operations through the recognition of resident councils and encouraging the creation of public housing authority resident management corporations; and
WHEREAS, public housing projects for persons of low income are established and organized in the Commonwealth pursuant to the Housing Authorities Law pursuant to Chapter 1 of Title 36 of the Code of Virginia, which places most operational authority in the hands of local public housing authorities; and
WHEREAS, examples of success in resident initiatives in public housing can be found in Virginia, such as an adult education initiative coordinated by the Cumberland Plateau Regional Housing Authority; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That local housing authorities be encouraged to support and promote efforts to encourage appropriate tenant management and homeownership initiatives, including appointments of tenant representatives to public housing authorities; and, be it
RESOLVED FURTHER, That the Clerk of the Senate transmit copies of this resolution to the Board of Housing and Community Development so that they may be apprised of the sense of the General Assembly in this matter.
