1996 SESSION
WHEREAS, Troy Collier is the founder and director of Youth Challenge, Inc., a national program that provides support, education and job training for young alcoholics and drug addicts; and
WHEREAS, Troy Collier and the staff of Youth Challenge present alcohol abuse and drug abuse prevention programs in schools, churches and communities across the country; and
WHEREAS, Troy Collier's steadfast determination to prevent drug abuse in the Tidewater area is evident in his involvement with the National Council for the Prevention of Drug Abuse, the Mayor's Council for Drug Abuse in Newport News, and the Commonwealth's Alliance on Drug Rehabilitation and Education (CADRE); and
WHEREAS, the Youth Challenge program offers troubled young people spiritual, psychological, physical, social and educational assistance in a four-phase program that lasts for 12 to 15 months; and
WHEREAS, Troy Collier and his colleagues at Youth Challenge are taking a uniquely comprehensive approach to the problem of youthful drug and alcohol addiction, an approach that has won recognition for Troy Collier from a variety of organizations, including the Optimist Club, the Chamber of Commerce, the Jaycees and the Sertoma Club; and
WHEREAS, through his dedication and seemingly inexhaustible energy, Troy Collier continues to fight the vitally important battle against the destructive effects of drug and alcohol abuse among the young people of Virginia and the nation; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Troy Collier for his devoted service in the counseling and rehabilitation of troubled young people in the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Troy Collier as an expression of the General Assembly's admiration and gratitude for his singularly effective activities on behalf of the youth of the Commonwealth.
