WHEREAS, Donald Archer Holden, the former chairman of Newport News Shipbuilding and Drydock Company and the former executive director of the Council of Independent Colleges in Virginia, died on November 12, 1995; and

WHEREAS, a native of Reading, Massachusetts, and a graduate of Massachusetts Institute of Technology, Donald Holden began his career with the shipyard as a draftsman in 1934; and

WHEREAS, Donald Holden rose through the ranks to become executive vice president in 1960, president in 1964, chairman and president in 1965, and chairman from 1968 until his retirement; and

WHEREAS, after his retirement, Donald Holden was one of the founders of the Council of Independent Colleges in Virginia and served as its executive director until 1983; and

WHEREAS, Donald Holden was an influential figure in guiding through the General Assembly and the courts the Tuition Assistance Grant (TAG) program, which gives state aid to students attending private schools in Virginia; and

WHEREAS, now in its 20th year, the TAG program that Donald Holden created has helped more than 200,000 students, including the 13,000 currently receiving grants of $1,500 each; and

WHEREAS, an extraordinarily able and successful executive during his long career with Newport News Shipbuilding and Drydock Company, Donald Holden continued to contribute to higher education in the Commonwealth well past his retirement; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of a singularly talented and accomplished Virginian, Donald Archer Holden; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Donald Archer Holden as an expression of the high esteem in which his memory is held by the members of the General Assembly.
