WHEREAS, current port expansion for the Port of Hampton Roads will reach capacity in the first decade of the twenty-first century; and

WHEREAS Craney Island is reaching its capacity as a dredge spoil disposal area; and

WHEREAS the Department of Transportation is planning for the construction of a "third crossing" of Hampton Roads to relieve congestion presently associated with the Hampton Roads Bridge Tunnel; and

WHEREAS, the General Assembly (Chapter 686, Acts of Assembly of 1991) has prohibited the further expansion of Craney Island beyond its present capacity; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That there be established a joint subcommittee to study the following three matters: (i) the potential for using the eastern half of Craney Island as a site for additional expansion by the Virginia Port Authority; (ii) the desirability and feasibility of connecting a third crossing of Hampton Roads to Craney Island; and (iii) alternative methods and locations for dredge spoil disposal, including open ocean disposal, disposal upstream, and other locations and methods.

The joint subcommittee shall consist of seven members to be appointed as follows: three members of the House of Delegates and one citizen knowledgeable about and actively involved with the environment and ecology of Hampton Roads, to be appointed by the Speaker of the House of Delegates; two members of the Senate, to be appointed by the Senate Committee on Privileges and Elections; and the Executive Director of the Virginia Port Authority or his designee. The Chairman of the joint subcommittee shall invite a representative of the Army Corps of Engineers knowledgeable about and actively involved with the Corps' Elizabeth River Project to participate in the activities and deliberations of the joint subcommittee.

The direct costs of this study shall not exceed $ 4,250.

The joint subcommittee shall complete its work in time to submit its findings and recommendations to the Governor and the 1997 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for processing legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
