HOUSE JOINT RESOLUTION NO. 22
On the death of Dr. Irving S. Waters.

WHEREAS, Dr. Irving S. Waters, pastor of Portsmouth's Mount Hermon Baptist Temple for 35 years and one of the city's best known citizens, died on March 8, 1995; and

WHEREAS, a native of Cheriton, Virginia, Dr. Waters was educated at Cape Charles Elementary and Northampton County High Schools, earned his undergraduate degree in history and philosophy from Virginia Union University; and

WHEREAS, Dr. Waters received a degree in theology from Virginia Union University, a Doctorate in Ministry degree from Howard University Divinity School and a Doctorate of Divinity degree from Union Christian College in Durham, North Carolina; and

WHEREAS, following service as assistant pastor of the African Baptist Church in Cheriton, Dr. Waters was pastor of the Macedonia Baptist Church in Newport News and of the Pine Street Baptist Church in Covington before taking over as pastor of the Mount Hermon Baptist Temple in 1960; and

WHEREAS, a prominent clergyman in the Hampton Roads area, Dr. Waters served on numerous boards and conventions for the Baptist Church and was active in the community, serving on the boards of the YMCA, the NAACP, the Mayor's Senior Citizens Commission, the Progressive Civic League and the Portsmouth Chapter of the American Red Cross; and

WHEREAS, known widely for his warm personality, his distinctive voice and his extraordinary ability to work with people, Dr. Waters leaves a lasting legacy of service to his parishioners, his faith and his community; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with sadness the passing of a distinguished and dedicated Virginian, Dr. Irving S. Waters; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Dr. Irving S. Waters as an expression of the high esteem in which his memory is held by the members of the General Assembly.
