961952144WHEREAS, the Dulles Airport Regional Economic Study Commission was established by the General Assembly in 1994 through the passage of House Joint Resolution No. 176 and continued in 1995 through the passage of House Joint Resolution No. 445; and
WHEREAS, in the course of its two years of study, the Commission, assisted by technical working groups appointed the Chairman, amassed considerable information and formulated numerous recommendations pertaining to the role of Dulles Airport in the economic development not only of Northern Virginia, but of the Commonwealth as a whole; and
WHEREAS, nothing is more crucial to preserving Dulles Airport's ability to continue to play a central role in regional and statewide economic development than careful, sensitive, and coordinated land use planning by localities adjoining the Airport, particularly in areas likely to experience noise and annoyance from aircraft operations; and
WHEREAS, it is vital that such local land use planning take into account Dulles Airport's need not merely to maintain but to increase its capacity in future years, as required to fulfill its role as both an international aviation gateway and domestic airline hub; and
WHEREAS, land use planning is primarily a responsibility of local governments in general and, in the case of Dulles Airport, a responsibility of Fairfax and Loudoun Counties in particular; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly requests the governing bodies of Fairfax and Loudoun Counties promptly to review the information and recommendations presented in the report of the Dulles Airport Regional Economic Study Commission to the Governor and 1996 Session of the General Assembly and proceed expeditiously to develop and sedulously to maintain coordinated land use plans necessary to preserve Dulles Airport as a vital economic and commercial asset of both regional and statewide importance; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to the presiding officers of the governing bodies of Fairfax and Loudoun Counties in order that they may be apprised of the sense of the General Assembly in this matter.
