WHEREAS, the Commission on Transportation for the Twenty-First Century made certain recommendations to a Special Session of the General Assembly in September, 1986; and

WHEREAS, after adopting modified recommendations from the Commission on Transportation for the Twenty-First Century, the General Assembly expected that funding to meet the Commonwealth's transportation needs would be adequate well into the next century; and

WHEREAS, a decade has now passed since the recommendations of the Commission on Transportation for the Twenty-First Century were enacted by the General Assembly; and

WHEREAS, there are acknowledged shortcomings in the adequacy of funding for all transportation modes; and

WHEREAS, the Commonwealth Transportation Board's Highway Maintenance and Operating Fund, the source of funding for maintenance of Virginia's existing road systems will, within the next three years, be insufficient to cover highway maintenance needs; and

WHEREAS, it is still acknowledged that the timely movement of people, goods, and services is vital to the economic well-being of the Commonwealth and the ability of its business and industries successfully to compete in the global marketplace; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the House of Delegates Committees on Appropriations, Finance, and Transportation and the Senate Committees on Finance and Transportation form a joint subcommittee to review and update the findings of the Commission on Transportation for the Twenty-First Century, and the efforts of the Select Committee Studying the Transportation Trust Fund under Senate Joint Resolution No. 240 of 1993 and Senate Joint Resolution No. 143 of 1994. The joint subcommittee shall study and make recommendations regarding the adequacy of the Commonwealth Transportation Trust Fund, the Highway Maintenance and Operating Fund, and other dedicated transportation revenues to meet the Commonwealth's transportation needs and any changes needed regarding the allocation of the fund in relationship to critical needs.

The joint subcommittee shall be composed of 16 members as follows: three members each from the House of Delegates Committees on Appropriations, Finance, and Transportation, appointed by the Speaker and three members each from the Senate Committees on Finance and Transportation, appointed by the Senate Committee on Privileges and Elections. The Commonwealth Transportation Commissioner shall serve as a member ex officio without a vote.

The direct costs of this study shall not exceed $ 15,750.

The House Appropriations Committee Staff, Senate Finance Committee Staff, and the Division of Legislative Services shall provide staff support for the study. All agencies of the Commonwealth shall provide assistance to the joint subcommittee , upon request.

The joint subcommittee shall complete its work in time to submit its findings and recommendations to the Governor and the 1997 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for processing legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
