Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.1-512.01 as follows:

§ 2.1-512.01. Disposition of surplus property.

Notwithstanding the provisions of § 2.1-512, the departments, divisions, institutions, or agencies of the Commonwealth or the Governor shall sell or lease surplus property only under the following circumstances: (i) any emergencies declared in accordance with § 44-146.18:2 or § 44-146.28 or (ii) as set forth in the budget bill as defined by § 2.1-399.
