Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 1 of Title 30 a section numbered 30-19.10 as follows:

§ 30-19.10. Authority for certain special subcommittees.

The Chairmen of the Senate and House Committees for Courts of Justice shall have the authority to appoint special subcommittees to review and make recommendations to the full Committees concerning the qualifications of persons being considered or to be considered for election or reelection to any judgeship. The persons appointed to these special subcommittees may include members who are not members of the House or Senate Committees for Courts of Justice, or who are not members of the General Assembly. Members of the special subcommittees shall receive such compensation and reimbursements as are allowed under §§ 14.1-18 and 14-.1-19.1 for members of the General Assembly.
