Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.1-338.1 as follows:

§ 15.1-338.1. Cities prohibited from acquiring out-of-basin water supply.

No city having a population greater than 350,000 shall supplement its water supply with water initially withdrawn from a reservoir located in a major river basin other than the basin in which the city is located and subsequently transported to a reservoir serving that city. For purposes of this section the delineation of the major river basins shall be as described in § 62.1-44.38.

2. That the third, fourth, fifth, and sixth enactments of Chapter 812 of the Acts of Assembly of 1992 are repealed.
