Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.1-965.22:1 as follows:

§ 15.1-965.22:1. Restriction on subsequent change in status.

Notwithstanding any contrary provision of law, general or special, a town created under this chapter shall not return to city status or otherwise change its form of government without prior agreement by the governing bodies of the town and the county.
