Be it enacted by the General Assembly of Virginia:
1. That §§ 2.1-1.7, 2.1-51.40, 9-6.25:2, and 9-145.39:5 of the Code of Virginia are amended and reenacted as follows:
§ 2.1-1.7. State councils.
A. There shall be, in addition to such others as may be established by law, the following permanent collegial bodies either affiliated with more than one agency or independent of an agency within the executive branch:

B. Notwithstanding the definition for "council" as provided in § 2.1-1.2, the following entities shall be referred to as councils:

§ 2.1-51.40. Agencies for which Secretary of Commerce and Trade responsible.
The Secretary shall be responsible to the Governor for the following agencies:
Department of Forestry, Department of Economic Development, Department of Labor
and Industry, Department of Mines, Minerals and Energy, Innovative Technology
Authority, Virginia Employment Commission, Department of Professional and
Occupational Regulation, Milk Commission, Department of Agriculture and
Consumer Services, Department of Housing and Community Development, Department
of Minority Business Enterprise, Virginia Agricultural Council, Virginia
World Trade Council, Commission for the Arts, Virginia Port Authority and
Virginia Marine Products Board.
The Governor, by executive order, may assign any state executive agency to the Secretary of Commerce and Trade, or reassign any agency listed in this section to another secretary.
§ 9-6.25:2. Policy boards, commissions and councils.
There shall be, in addition to such others as may be designated in accordance with § 9-6.25, the following policy boards, commissions and councils:

(Contingently repealed) Waste Management Facility Operators, Board for.
§ 9-145.39:5. Alliance established; members; terms.
A. The World Trade Alliance of the Blue Ridge is hereby established and shall
be referred to in this chapter as the Alliance. The Alliance shall be composed
of twenty-one members representing the Virginia General Assembly and local and
regional government and business leaders. The members shall be selected as
follows: four members of the House of Delegates to be appointed by the Speaker
of the House; three members of the Senate to be appointed by the Senate
Committee on Privileges and Elections; the Chairman of the Virginia World
Trade Council; and thirteen fourteen citizen members
appointed by the Governor. At least five of the citizen members shall be
associated with business enterprises actively engaged in exporting Virginia
goods or services.
B. Of the members to be appointed in 1993, seven shall be appointed for two-year terms, seven shall be appointed for three-year terms and seven shall be appointed for four-year terms. Thereafter, all appointments shall be for terms of four years, except the appointments to fill vacancies shall be for the unexpired terms. No person shall be eligible to serve for more than two successive four-year terms; however, after the expiration of a term of three years or less, or after the expiration of the remainder of a term to which appointed to fill a vacancy, two additional terms may be served by such member if appointed thereto.
C. The Alliance shall elect a chairman and vice chairman from among its members.
2. That Chapter 31 (§ 9-274 et seq.) of Title 9 of the Code of Virginia is repealed.
