Be it enacted by the General Assembly of Virginia:

1. That §§ 2.1-1.1, 2.1-1.6, 2.1-51.18, 9-6.25:2, 66-1, and 66-4 of the Code of Virginia are amended and reenacted as follows:

§ 2.1-1.1. Departments generally.

There shall be, in addition to such others as may be established by law, the following administrative departments and divisions of the state government:

B. Notwithstanding the definition for "board" as provided in § 2.1-1.2, the following entities shall be referred to as boards:

Virginia Veterans Care Center Board of Trustees.

§ 2.1-51.18. Agencies for which responsible.

The Secretary of Public Safety shall be responsible to the Governor for the following agencies: Department of Alcoholic Beverage Control, Department of Corrections, Department of Youth and Family Services Juvenile Justice, Department of Correctional Education, Department of Criminal Justice Services, Virginia Parole Board, Department of Emergency Services, Department of Military Affairs, Department of State Police, Department of Fire Programs and the Commonwealth's Attorneys' Services Council. The Governor may, by executive order, assign any other state executive agency to the Secretary of Public Safety, or reassign any agency listed above to another secretary.

§ 9-6.25:2. Policy boards, commissions and councils.

There shall be, in addition to such others as may be designated in accordance with § 9-6.25, the following policy boards, commissions and councils:

§ 66-1. Creation of Department of Juvenile Justice.

There is hereby created within the executive branch, responsible to the Governor, a Department of Youth and Family Services Juvenile Justice. The Department shall be under the immediate supervision of a Director who shall be appointed by the Governor, subject to confirmation by the General Assembly. The Director shall serve at the pleasure of the Governor or until his successor shall be appointed and qualified. Vacancies shall be filled in the same manner as original appointments. Wherever the words "Department of Youth Services," "Director of the Department of Youth Services," and "State Board of Youth Services" appear in this title and in the Code of Virginia, the Acts of Assembly, or other laws of the Commonwealth, they shall mean "Department of Youth and Family Services," "Director of the Department of Youth and Family Services," and "State Board of Youth and Family Services," respectively.

§ 66-4. State Board of Juvenile Justice.

There shall be a State Board of Youth and Family Services Juvenile Justice, consisting of seven members appointed by the Governor. In making appointments the Governor shall endeavor to select appointees of such qualifications and experience that the membership of the Board shall include persons suitably qualified to consider and act upon the various problems which may come before the Board. The appointments shall be subject to confirmation by the General Assembly if in session and, if not, then at its next succeeding session.

2. That wherever the words "Department of Youth and Family Services," "Director of the Department of Youth and Family Services," and "State Board of Youth and Family Services" appear in the Code of Virginia, the Acts of Assembly, or other laws of the Commonwealth, they shall mean "Department of Juvenile Justice," "Director of the Department of Juvenile Justice," and "State Board of Juvenile Justice," respectively.
