(HB709)GOVERNOR'S VETO EXPLANATION
Pursuant to Article V, Section 6 of the Constitution of Virginia, I am vetoing House Bill 709.
The purpose of this bill has some merit. The Virginia Board of Bar Examiners is considering this matter and has indicated that, following this study, it may take administrative action to effectuate the purpose of this bill. I believe legislative action should be deferred until the Board of Bar Examiners has completed its study and made its conclusions available to members of the General Assembly and other interested citizens.
In the event that the Virginia Board of Bar Examiners does not address this matter during the remainder of this year, the General Assembly can proceed to address the issue in the 1997 session.
Accordingly, I disapprove of this bill and am returning it without my signature.
