The award granted hereby is subject to the further following conditions: $150,000 of the appropriation shall be paid to Edward William Honaker, and using the remaining funds, the State Treasurer shall solicit, in the most cost-effective manner, requests for proposal from A+ rated companies for an annuity for the primary benefit of Edward William Honaker for a period of 10 years. Such annuity shall provide for equal monthly payments for a period certain of 10 years.
