21. The issuance of a certificate of public need to a locally owned, for-profit nursing facility project located in Woodstock, Virginia, that wishes to expand to meet the need that will be created by the opening nearby of a large adult care residence if (i) the facility's total number of beds will not exceed one hundred beds, including seventy existing beds and thirty proposed beds; and (ii) the facility's occupancy rate exceeded ninety-five percent for at least six months in 1995.
