That the provisions of this act shall not become effective until July 1, 1997, in order to allow the Department of Transportation sufficient time to receive or solicit proposals for the operation of the Jamestown-Scotland Ferry service pursuant to the Public-Private Transportation Act of 1995 or the Virginia Public Procurement Act.
