2. That the costs of establishing and commencing operations of the Virginia Geographic Information Authority created by this act shall not be funded by a general fund appropriation, but shall be funded by the proceeds of a treasury loan provided by the Secretary of Finance. The treasury loan shall (i) bear no interest; (ii) not exceed the principal sum of $6,021,000; (iii) be payable over a five-year period commencing in the 1997-1998 fiscal year; and (iv) be subject to such additional terms and conditions as are specified in the general appropriations act.
