SUMMARY:
Study; commission; local government responsibility and taxing authority. Establishes the Commission on Local Government Responsibility and Taxing Authority. The Commission shall examine and make recommendations on the following: (i) the service responsibilities of local governments; (ii) local revenue resources, including taxes, fees, and debt structures, excluding the business, professional and occupational license tax; (iii) a timetable and framework for implementing changes in service responsibilities and revenue resources; and (iv) uniform and equitable administrative procedures for local and regional taxes. The Weldon Cooper Center for Public Service and the Division of Legislative Services shall provide staff support for the work of the Commission.
