SUMMARY:

Study; identification and inclusion of special-needs children. Expresses the sense of the General Assembly in support of the appropriate identification and inclusion of students with disabilities in regular classrooms. The resolution also request the Department of Education to report on the proportion of African-American students who are identified and placed in special education programs, efforts made by the Department to train and provide technical assistance pertaining to the inclusion of students with disabilities in regular classrooms, the number of students with disabilities in regular classrooms, and the number of students by school divisions assigned to regular education classrooms who are receiving special education services for more than half the school day. The Department is requested to report its findings to the Senate Committee on Education and Health and the House Committee on Education by December 1, 1995 and to the Governor and the 1996 General Assembly.
