SUMMARY:

Federal alternative fuel mandates. Memorializes Congress to refrain from mandating (under the Clean Air Act Amendments of 1990, the Energy Policy Act of 1992, or federal regulations) any state program of alternative fuel subsidies or similar financial incentives, except with the cooperation of state legislatures.
