SUMMARY:
Constitutional amendment; special county-city agreements for sharing costs and revenues of designated areas (first resolution). Requires the General Assembly to provide by law for county/city agreements to share the costs and revenues associated with designated areas. The General Assembly may provide for the powers and duties of a five-member governing body for the area (two members each from the county and city and the fifth member to rotate between the county and city). The agreement could be approved by the governing bodies of the county and city without a vote of the county and city qualified voters if so provided by law.
