SB 994 Government Competition Act.

SUMMARY:
Virginia Government Competition Act. Creates the 10-member Commonwealth Competition Council to advise the Governor, General Assembly, and state agencies and to examine and promote the privatization of government-provided or government-produced programs and services. Moneys certified by the Council as savings or revenues resulting from privatizing government activities or savings resulting from increased competition will be transferred into a new Taxpayer Dividend Fund, to be used as provided in the appropriation act. Another new fund, the “Productivity Improvement Revolving Fund,” will be funded from money transferred from the Taxpayer Dividend Fund and will be used to make loans to state agencies to finance improvements in technology and productivity.
