SUMMARY:

Referendum on abolishing constitutional offices. Provides that a county may not conduct a referendum to adopt an optional form of county government that involves abolishing certain constitutional offices (e.g., treasurer and commissioner of the revenue) until an initial referendum is held to authorize the county to seek such a change. The ballot question on the initial referendum makes it clear that the change in form would abolish the offices. The initial authorizing referendum can be requested only by petition of qualified voters equaling at least 20 percent of the voters at the last presidential election. Either the governing body or 10 percent of the qualified voters can then request the referendum for the actual change.
