SUMMARY:
Air pollution permit fees. Clarifies how permit fees will be structured for air pollution sources that receive state operating permits in lieu of Title V permits once Virginia's operating permit program required by Title V of the federal Clean Air Act is approved by the U.S. Environmental Protection Agency, or the Governor determines that the fees are needed to retain primacy over the air program. The fee is to be calculated as for all other sources but permittees will only be required to pay the fee for every other year.
