SUMMARY:
Behavioral health authorities. Permits Virginia Beach, described by population, to form a behavioral health authority. The behavioral health authority will perform functions comparable to community services boards but will be an independent authority. The authority will be a public instrumentality that will exercise public and essential government functions providing for the public mental health and providing behavioral health care and related services to citizens. The authority will have a board of directors and will be able to make loans, acquire real and personal property, and participate in joint ventures.
