SB 905 Aid to families with dependent children.

SUMMARY:

Aid to Families with Dependent Children. Requires that AFDC be provided to two-parent families on the same basis that it is provided to single-parent families, to the extent permissible by federal law. Virginia currently has a six-month time limit on AFDC for two-parent families. Requires annual revision of the standard of need (AFDC benefit levels are based on the standard of need) to reflect current living costs but allows the percentage of the standard of need on which AFDC benefits are based to be reduced so that current benefit amounts are unchanged. Increases the earned income disregard and allows each assistance unit to own one operable motor vehicle with an equity value of no more than $7500. The bill provides that all AFDC families may participate in JOBS (Job Opportunities and Basic Skills Training Program) to the extent funds are available. Families will also receive intensive case management, day care, transportation, job counseling, education and training, job search assistance, and medical assistance to the extent funds are available. Families terminating AFDC may receive certain transitional services, including day care and medical assistance. The bill establishes hardship exemptions to time-limited assistance programs for recipients who are unable to find employment or who did not receive support services. Current restrictions on the judicial review of AFDC case decisions are removed.
