SUMMARY:
Virginia Retirement System (VRS); health insurance credit programs for certain retirees. Transfers responsibility for administering the three health insurance credit programs from the Department of Personnel and Training to VRS. The bill also authorizes VRS to establish eligibility criteria for reimbursement of health insurance premiums for retired state and local government employees and teachers who do not participate in the state health plan. Eligibility for the health insurance credit or reimbursement will not depend on participation in the state health plan. Members who defer retirement are also eligible for the health insurance credit for reimbursement. The bill also authorizes VRS to recover the costs of administering the programs from DPT.
