SB 881 Litter control and recycling.

SUMMARY:
Litter control and recycling. Establishes the Litter Control and Recycling Fund which will be capitalized with the moneys previously used for the administration of the Department of Environmental Quality's (DEQ) litter control program. The Fund will be allocated in the following manner: (i) 75 percent for grants to localities; (ii) 20 percent for statewide and regional educational program grants; and (iii) five percent for administrative expenses. While the Director of DEQ will award the grants, he will receive recommendations on each grant from the newly established Litter Control and Recycling Advisory Board. The Advisory Board will consist of five individuals representing organizations which fund the program (i.e., those who pay litter taxes on beer and soft drinks) and the general public. The Advisory Board is created July 1, 1995, and the other provisions of the act will take effect on July 1, 1996.
