SUMMARY:
The official map. Clarifies that a locality may acquire property designated on the official map for future construction of public rights-of-way and that an application for a building permit shall not restrict a locality from condemning the property. When a building permit is requested for property in a proposed right of way, the locality has 60 days to decide whether to grant it. If the permit is denied because the locality desires to purchase the property, the locality will have 120 days to conclude the purchase or file for condemnation. Failure to purchase or file within the 120 days shall lead to issuance of the building permit if all other legal requirements have been met.
