SUMMARY:

Transfer of stray animals. Allows a stray animal which has been confined for five days in a pound or whose owner has surrendered all property rights in the animal to be delivered to a humane society or animal shelter located outside of Virginia for adoption or euthanasia. The receiving out-of-state shelter or humane society must: (i) comply with certain record-keeping requirements; (ii) require that adopted animals be sterilized; and (iii) have been recognized by the State Veterinarian as a facility which maintains such records, requires adopted dogs and cats to be sterilized, and provides adequate care and euthanasia. The Code does not currently specify that stray or surrendered animals may be delivered to out-of-state facilities. This is emergency legislation.
