SUMMARY:
Comprehensive Services Act. Requires the state executive council to provide administrative support and fiscal incentives and to oversee coordination to promote local comprehensive service systems. The state executive council will also be required to prepare an annual progress report on comprehensive services to children, youth and families and to develop a plan for such services for the next succeeding fiscal year. This bill is a recommendation of Commission on Youth's Early Intervention Task Force which was directed by SJR 130 (1994) to identify barriers to community early intervention services and to develop strategies to respond to the barriers by 1996.
