SUMMARY:

Rate changes and rate filings. Requires the State Corporation Commission to conduct a public hearing concerning a change of a utility's rate, toll or charge when an objection is filed by or on behalf of the lesser of 150 or five percent of the customers subject to the change. Under current law, the objection must be made by 20 or more such customers.
