SUMMARY:
Marijuana. Redefines marijuana to include various plant parts such as stalks and sterile seeds if they are mixed with the marijuana itself. Previously such plant parts were excluded in any event. Frequently, marijuana confiscated by police is mixed with stalk and seed debris. The marijuana is weighed and penalties are based on the weight of the package and the nature of the offense (using, distributing, manufacturing). Recently, at least one case has been dismissed because the marijuana packages contained matter not presently defined in law as marijuana.
